Interested parties must contact SWCAA within 15 days of date received or the application may be processed without further public involvement. An application summary for each application will be provided within a few days of receipt of application. Application Purpose: EFSEC facility - to be permitted by EFSEC - Marine export petroleum terminal - Bakken crude. Tesoro Savage Petroleum Terminal, LLC (Tesoro Savage) proposes to construct a facility in Vancouver, Washington, to receive crude oil by railcar and transfer it to marine vessels. The proposed facility will be located within the Port of Vancouver. The facility will include a railcar receiving area, bulk storage tanks, a marine vessel loading area, process boilers, and associated bulk liquid handling equipment. The proposed facility has the physical capacity to receive more than an average of 50,000 barrels (bbl) per day of crude or refined petroleum products that will be transported over marine waters. Consequently, the Energy Facility Siting Evaluation Council (EFSEC) is responsible for environmental permitting of the facility, technical review of air quality concerns, and for administering preconstruction permits.
